It indicates that the percentage of candidates who have scored equal or lower marks in that particular exam or in simple words we can say
percentile refers to how many percentage of students are lagging behind you.
⇒for example
your percentile is 22
it means 22% candidates are behind your rank, you are among the top 78% students.
